Flagler Cares Rent, Mortgage and Utility Assistance Program

Through Emergency Food and Shelter Program, FEMA

About the Program

 In an effort to assist Flagler residents who have experienced a loss of income as a result of COVID-19, Flagler Cares has developed a Rent, Mortgage and Utility Assistance Program. Applications for assistance are processed on a first-ready, first-served basis. Eligible applicants may receive one month of rent, mortgage and/or utility assistance.


Applicants must be Flagler County residents living in a Flagler County rental property or property they own

Applicants must have been impacted by a loss of income due to COVID-19

Applicant households must earn at or below the Median Family Income of $65,600 per year (based on last month of income)

Required Documentation

Government issued picture id for head of household and co-head of household (applicants).

Documentation of earned income for the last month for any household member or a self-certification of no-income (examples: pay stubs, profit and loss statement if self-employed)

Benefit award letters for unearned income for any household member (examples: current year social security letter, pension letter, unemployment, cash assistance, food stamps, etc.)

Completed Rent, Mortgage and Utility Assistance Request for Assistance Form (provided after you apply, information below)

For Rent Assistance: current rental or lease agreement, in the applicant’s name and either an eviction notice or letter from the landlord describing the amount delinquent.

For Mortgage Assistance: Current mortgage statement/bill in the applicant’s name

For Utility Assistance: Current utility bill in the applicant’s name (electric, gas, water)
